Ubuntu :: Apt-get And Package Manager Not Working?

I'm running 10.10 and cannot seem to figure out why apt-get is not working.
It will generally get to the point where it should be unpacking the replacement, but it just hangs there. I have looked to find a way around that, but right now, I'm still looking at

I've had to sudo kill -9 dpkg and apt-get and delete the lock in /var/lib/dpkg/ which may have caused more problems... It seems like the problem started when I attempted to upgrade my version of Flash.
It started with Update Manager constantly recycling and not updating. When it starts it shows 295 files and 308MB waiting to download. When I click on 'Install Updates' it appears to go through the process, and then presents me with the same 'waiting to install' window again - and again, and again - in fact as many times as I care to click the 'Install Updates' button. No error messages appear. The 'Settings' button produces the same apparent process as the 'Install Updates' button, but doesn't present me with any other screen.
I've tried all the solutions I could find on these forums and nothing works. The sudo suggestions for Terminal usually produce error codes. adjusting a line in the 'hosts' file. When I tried this I was presented with the obstacle of not having access to the read-only file, and no matter how much I searched I couldn't find how to gain access . While investigating all these possible solutions, I was directed in turn to the Software Sources and Synaptic Package Manager applications, but when I attempted to start them, 'Starting Administrative Application' appeared briefly on the taskbar - and then disappeared!
I can't open Package Manager and install or remove anything...this is what it says:
"The error message was:'Error:Opening the cache(E:Encountered a section with no Package:header,Eroblem with MergeList/var/lib/apt/lists repository.akirad.net_dists_akirad-karmic_main_binary-i386_Packages,E:The package lists or status file could not be parsed or opened)'This usually means that your installed packages have unmet depencies.
When I try to open SYNAPTIC PACKAGE MANAGER in my ubuntu 11.04 version, it is showing error. Following error is being displayed:

After installing the 'getdeb' and 'playdeb' debian packages that automate adding those repositories for [URL] my synaptic package manager started acting up giving me this error: ould not download all repository indexes The repository may no longer be available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and ensure the repository address in the preferences is correct. Problem executing scripts APT::Update:re-Invoke '/usr/bin/daptup --pre'Sub-process returned an error code I am a long haul 48 state truck driver and it may be a couple days between replies until I can get to the next Wi-Fi hotspot.
Worst combination ever.. To fix "no wubildr" I have to use synaptic package manager. To use synaptic package manager I have to access recovery mode, which the "no wubildr" problem is not allowing me to. Is there anything else, than reinstalling ubuntu, I can do?
EDIT: the terminal is not working either.. Segmentation fault:/etc/sudoers is mode 0666, should be 0440. That is why I am unable to use the synaptic package manager.
i have windows 7 on my laptop and I wanted to install Ubuntu but I had problems with the partitions so I installed Wubi. It looks just the same as ubuntu, but I tried to find some programs in the synaptic package manager (like Kile or aMsn) but the manager is not finding anything I search for.
I just installed ubuntu 9 and I went to package manager to install aircrack-ng version 1:1.0-1 and it says that it has installed but then when i go to applications/internet/aircrack is not shown.
I have recently upgraded to Ubuntu 11.04 from Ubuntu 10.10. After the upgrade, I wanted to do a system cleanup using Synaptic Package Manager. After, I have marked a package for removal, the "Apply" button is still shaded, i.e., I am not able to click the "Apply" button. The "Apply" button is still not functional even I am able to download and install packages.
Whenever I try to install something with apt-get, I get a list of errors. Most of the time, the package I want to install gets installed anyway. However, this time samba stopped working, and I discovered that it was no longer on my system. I'm not sure how this happened - I haven't tried to remove it. So, I tried to reinstall it with 'apt-get install samba'. This time, the package did not install, and I got a long output from the terminal:

I have a problem when installing this package through synaptic package manager. this is :

Software center, update manager, Synaptic package manager crashes for no reason. I have not done any recent changes or downloads. I'm running a fresh install of ubuntu 11.04
I want to install CmapTools in my desktop, which runs v.10.04. I have downloaded the .bin file from their site.Is there a way to install it using Synaptic Package Manager?
Ok so I having the same issue as everyone else but it still exists despite the solutions other people are experiencing. Update manager, synaptic, and apt-get are not working no aptitude on here. Update manager says: An unresolvable problem occurred while initializing the package information. report this bug against the 'update-manager' package and include the following error message: 'E:Encountered a section with no Package: header, Eroblem with MergeList /var/lib/apt/lists/us.archive.ubuntu.com_ubuntu_dists_natty_universe_ i18n_Translation-en%5fUS, E:The package lists or status file could not be parsed or opened.' apt-get has errors with headers, finding files, and wrong file types. I have gone to a couple locations and the files exist and the hash is correct, and the file types are correct. I have tried replacing the sources file. I have tried sudo rm -r /var/lib/apt/lists sudo apt-get clean sudo apt-get update with the same problem happening upon updating. In the same exact areas.

I've just installed ubuntu 10.04 and see that there are a two type installation software? why there are two things? What are the benefits of these two? What are the Difference Between Synaptic Package Manager and Update Manager?
I want to get the package "insight", which is a gui for the gnu debugger, but it does not appear in package manager, and there are dependencies and dependencies of dependencies, etc., and I don't want to have to download 15 packages.First of all, why doesn't it show up in package manager? I was having a problem with a fresh 11.04 install and the VPN software I use for work. I found the fix was to upgrade the software, so I downloaded an RPM, converted it to .deb and installed it via dpkg. The install worked and the VPN software now works, but Package Manager says I have a broken package and wants to 'upgrade' to the older broken one. How can I fix this without breaking my VPN SW again?
Ubuntu 10.04 64 bit I have not been able to update using the update manager or by using the package manager. It seems when the update manager tries to download all the requests fail.Anyone else had this problem??

A while ago (not sure exactly when) my Synaptic Package Manager, Update Manager, Ubuntu Software Center and apt-get install have not been working. When I try to do apt-get install I get this error
even those "provided by Ubuntu." Instead, I receive an error window that says the source is untrusted. Details reveal only the name of the package I am trying to install. I am using Lucid Lynx on an IBM ThinkPad X41.
