Ubuntu :: Installing Skype While Loading Repository - "Some Index Files Failed To Download, They Have Been Ignored, Or Old Ones Used Instead"

Recently i was about to installing skype, for that i have to check the repostory in the software Source...after that it shows me the message for Reload and then it starts Downloading but at the last it shows me the message "Some index files failed to download, they have been ignored, or old ones used instead.
"
Well a bit earlier today I was trying to install the latest VLC following steps from this link:it instructed:Code:sudo add-apt-repository ppa:gnome-media-player-development/developmentsudo apt-get updateBut after the sudo apt-get updateI started getting errors at the end.. here is my log after running it:

Been a while since I had the 'update information is outdated' irritant, but it is back with me now. It was on 10.04 anyway and I am now running 10.10. I've checked for updates manually and get:
W: A error occurred during the signature verification. The repository is not updated and the previous index files will be used. GPG error: [URL] maverick Release: The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 16126D3A3E5C1192 W: Failed to fetch [URL] W: Some index files failed to download, they have been ignored, or old ones used instead.
My other Ubuntu (10.10) box is happily downloading updates but I can't remember the last time any updates were available for the box in question.

I assume this is the same issue we had a while back where one package was messing things up. Mirrors I my sources.list
I keep getting this error when trying to update but I know it is a bug and has been filed as a bug report. When I check for updates, it just malfunctions and i get this hogwash: W: Failed to fetch [URL] Could not connect to packages.freecontrib.org:80 (34.52.53.34), connection timed out

When I try to check for updates and also when I try and press "reload" in the Synaptic package manager, I get this error: Failed to fetch [URL] Failed to fetch [URL] Some index files failed to download, they have been ignored, or old ones used instead.
Sometimes, I also get this red triangle with an exclamation point in my toolbar thing that tells me I have repository problems, or something along those lines. I'm assuming they're all related. I've been looking around, and I noticed people having similar errors and just being able to uncheck something in my Software settings, or something like that. In my case, I'm not exactly sure what to uncheck though, don't wanna screw anything up any more! I'm using 10.10, and I believe I'm using Maverick. I'm not sure what that means though. I've only recently started using Linux.

Check your Internet connection. i am connected to the Internet and the connection is obviously fine because i am posting this, same thing happens when i go through terminal to i am currently running ubuntu 11.04

Im fairly sure these are default sources that come with Maverick and would very much like to have these packages.

I searched on google about installing software on Ubuntu and tried to use the command I found for installing VLC media player on terminal. First I typed command sudo apt-get update And I get this on my terminal ----- Ign [URL] lucid Release.gpg ..... Then I typed the following command to install VLC : sudo apt-get install vlc vlc-plugin-pulse mozilla-plugin-vlc Then I get the following information on terminal: Reading package lists... Done Building dependency tree Reading state information... Done E: Couldn't find package vlc
It's up in the top "toolbar" of Natty and it has a red exclamation mark inside. It tells me my "update information is outdated" and so, naturally, I clicked it. It opens my "Update Manager" which tells me "there are no updates to install" and "The package information was last updated 11 days ago."
So I click the "check" button and the following pops up in a window: Failed to download repository information Check your Internet connection.

My internet connection, contrary to the information provided, is fantastic (I've also tried 2 different locations).
I upgraded my ubuntu 10.04 to 10.10 after its release. It was working fine. But today I saw its giving an error while upgrading. I am not very much efficient in ubuntu so cant understand why this error is. It is giving as failed to download repository information. check your internet connection. But my internet is working fine.
i used when i open my computer everyday that it asks me for updates... but since 20 days till now it didn't ask me for updates like before .. and today .. i was surfing the web .. then the update manager appeared with a notification to update and asked me to hit the button (RUN THIS ACTION NOW) i did hit it .. but when i switched the detailed view ... all the packages were marked by these words : FAILED or HIT .. Then .. this error message appeared :

i dont know what to do with this issue ... i am not professional in ubuntu ..
